It is not limiting but it has expanded the options available. If you do not have the name of your village, there is GPS. If you do not have GPS, there is a postal address. If you do not have postal address, there is an LR No., street number and plot number. All those are options so that everybody will be properly registered and we can tell that a person lives in this and this place and belongs to Kenya. That is all we need."
