    "content": " Thank you, Hon. Speaker. I also thank the House. We have done a lot of work as far as this amendment Bill is concerned. We need to tread with caution. As law students, we always want to be careful with miscellaneous amendments because they are prone to abuse. This is where everyone - whether the Executive, the House or anybody else - would sneak in things that are likely to be mischievous or that would be opposed in a substantive amendment Bill. Therefore, we need to develop a precedent whereby it is only routine small and mundane matters that come to the House through miscellaneous amendment Bills while serious amendments to the law come through amendment Bills."
