"content": " Hon. Speaker, I beg to move that the Constitution of Kenya (Amendment) Bill (National Assembly Bill No.4 of 2018) be now read a Second Time. I would like to give a brief background of the Bill. The Constitution of Kenya (Amendment) Bill was introduced in the 11th Parliament. The Bill, however, lapsed at the Second Reading. The Bill sought to amend the Constitution to implement the two-thirds gender rule. As everybody in our country is aware, Article 27 (8) of the Constitution provides that the State shall take legislative and other measures to implement the principle that not more than two-thirds of the members of elective or appointive bodies shall be of the same gender. Article 81 (d) of the Constitution provides that electoral systems in our country shall comply with the general principles of the electoral systems including that of making sure that the principle of not more than two-thirds of the members of elective public bodies shall be of the same gender. That is the genesis of this Bill. Today is a historic day. The 12th Parliament will be counted with regard to whether they fulfill that legislative obligation. I am sure all of us sitting hereā¦"
