"content": "Finally, even if we were to have a referendum, then that will still be decided on. There are two ways of amending the Constitution: either through Parliament or popular initiative. The parliamentary initiative is the route we are taking. If by the time of assenting to the Bill the President will be advised that there is need to subject it to referendum, then we will cross the bridge when we reach it. Hon. Muturi Kigano has jumped the gun, if at all he is convinced that this Bill requires a referendum. Being a lawyer, I want to give him the benefit of the doubt. I am not a lawyer, but that cannot stop us from initiating an amendment to the Constitution through a parliamentary initiative. I would advise that, because we need to talk to the Bill, you rule him out of order and then we proceed and debate the amendment to the Constitution."
