    "content": " Hon. Speaker, Hon. Muturi Kigano raised a matter based on Article 255 of the Constitution and said that this is a matter of referendum. The Bill before the House seeks to amend Article 90 of the Constitution on nomination of persons to the House. I am also amending Article 97 of the Constitution on the composition of Members to the National Assembly. I am also amending Article 98 of the Constitution on the composition of Members to the Senate. The powers of this Bill are drawn from Article 81(b) of the Constitution. I want Hon. Muturi Kigano to cite in this Bill where we are amending Article 1 on the sovereignty of the people. We are not."
