    "content": "The Constitution of Kenya (Amendment) Bill, 2018 therefore seeks to implement the provisions of Article 81(b) of the Constitution. To bring the Members here to level, we are further aware that in 2012 the Supreme Court issued Advisory Opinion No.2 of 2012 where it observed that the rights under Articles 27(6) and 27(8) of the Constitution could only be fully realised using legislative as well as other measures. So, the first point of call is legislation that we must actualise Articles 27(6) and 27(8) of the Constitution."
