    "content": "This Bill is straightforward and simple but with very serious constitutional ramifications. The Bill has four clauses. Clause 1 of the Bill deals with the short title. Clause 2 of the Bill seeks to amend Article 90 of the Constitution which deals with allocation of party lists in order to provide that the 12 Members that parliamentary political parties nominate to the National Assembly, one being a woman and another from the male gender and others representing the youth, people with disabilities, conform to the criterion that will be used in the two-thirds gender principle."
