    "content": "I am sure of the many Bills that came to this House; this is one of the most simple Bills. It is a Bill that will absolutely not have a serious implication on the wage bill. To implement the Constitution, there must be some cost implications. We are talking about Kshs282 million. How many billions of shillings has the Public Accounts Committee in the 2015/2016 Report reported lost through corruption? Those who want to expound the argument that we are increasing the wage bill, should know that democracy and governance are always very expensive.
