The confusion seems to have come when we were debating between going the party list system or mixed member system, with so many people coming through the party list and others through the electoral system. It was assumed that the parties would balance by bringing the women to create the one-third. When that issue went to Naivasha, the party list system was removed but nobody then, remembered to include it within the Articles to create how we would top-up the National Assembly in terms of women."
