"content": "Mr. Speaker, Sir, my understanding of the distinguished Sen. Seneta is that she is indirectly challenging what I said. For avoidance of doubt, I want to read to the House Standing Order No.96(5) which is so succinctly clear that we do not need to look at anything else. It says- “It shall be out of order for a Senator to criticize or call to question, the proceedings in the National Assembly, a County Assembly or the Speaker‟s ruling in the National Assembly but any debate may be allowed on structures and roles of County Assemblies or the National Assembly.” Therefore, the argument that I have placed before the House is strongly fortified by Standing Order No.96(5). This House or any of its Committees or any of its Members cannot criticize or bring into question the proceedings of the National Assembly or the County Assembly. If an assembly decides that they do not want their Speaker, it is not our business to micromanage them. If the National Assembly wants to impeach their Speaker today, the Senate cannot call them to order. This is because the Speakers are elected by the various individual Houses and it is those Houses that relate to the Speaker and not anybody else."
