It says that- “It shall be out of order for a Senator to criticize or call to question, the proceedings in the National Assembly, a County Assembly or the Speaker‟s Ruling in the National Assembly but any debate may be allowed on structures and roles of County Assemblies or the National Assembly.” I want to clarify to him that the mandate of my Committee is clearly written in the Second Schedule of the Standing Orders which says that the Committee on Devolution and Intergovernmental Relations is- “To consider all matters relating to devolution, intergovernmental and inter-county relations, governance and management of the county governments, cities, towns and urban areas.” Therefore, when we call the Speaker of Nyandarua County Assembly, we are questioning what is happening in Nyandarua.
