I rise not to quote the necessary paragraphs in the Standing Order but I rise to say that the Senate has the overall responsibility on the functions and the orderly framework of counties. Truly, the Committee on Devolution and Intergovernmental Relations must step in, on behalf of this House, to either advice, revoke or correct. In future, I would even want them to reprimand. We should not restrict our overall mandate, as the Senate, because we are responsible for ensuring that devolution takes effect.
