    "content": " Hon. Members, I have listened to the Chair and the arguments put by hon. Members. The Committee is in the process of compiling a report which it is yet to present to this House. My ruling is that as the Committee makes the report to present to the House and as it continues with its business, it should take cognizant of Article 96 on the issues that have been raised. We must also be conscious not to reduce our mandate as a Senate because anything that eats into our mandate and what we are supposed to do will also be against the House. Therefore, as the Committee prepares the report, it should take that into account. When it gives us the final report, it should make sure that the issues that have been raised under Standing Order No. 96(5) are brought on board so that we are able to continue as a House.
