    "content": "Thank you, Madam Temporary Speaker, for this opportunity. Allow me to congratulate Sen. Halake for this Motion. I have been waiting for it for some time now. I appreciate the fact that she has broken down the issues of taxation and how pads are made including the different layers which is something that most of us do not think about. It is sad to hear that pads are considered as a luxury item. Those who can afford them throw them in their shopping bags without thinking about the price and they continue with their lives. However, there is a girl out there who goes through the dread of having to expect her period every month. Two or three days towards her period, this girl goes into anxiety and three quarters of the reason for that is because she does not have sanitary pads to give her the dignity and the confidence to walk around. This is indeed a reality. I had the honour of engaging 150 high school girls from Makueni during the International Day of the Girl Child and we invited them to talk about the Girl2 Leader Campaign, which we were launching at that time. We asked them to tell us about menstrual hygiene challenges that they encounter in their environment and to come up with solutions.
