    "content": " I am in possession of the Report by the Departmental Committee on Finance and National Planning. That is where the National Treasury had reservations. If I can quote part of the Report, the National Treasury said that: “This Bill goes against the recommendations of the Inter-Agency Technical Committee that recommended the establishment of a new scheme, close the existing ones, begin afresh without liabilities and have a scheme that will be run independently.” That is the submission by the National Treasury. In Clause 21 the Bill proposes that this pension scheme will be administered by an internal administrator. This is unnecessary, bureaucratic and costly. For those few remarks, I oppose the Bill in totality."
