    "content": "Before I go into some issues, I would like to point out a number of things we have seen in a majority of the State corporations. One of them is delay in appointment of members of the boards. Majority of the State corporations do not have active boards. As a result, decisions are made without the board giving proper assessment of value for money. Some of them do not have active CEOs. They only have CEOs on acting capacity. As a matter of fact, some of the State corporations to date have acting CEOs. This is because the board compositions of State corporations have been wanting. For example, as of April 2018, the NSSF Board had no chairman. The NIHF Board had two vacant positions. The Kenya Airports Authority had no chairperson. The Kenya Railways Corporation had no chairperson. There are many others."
