This is a programme that was established by the Government through the “Centres of Excellence”. So, this process was, indeed, driven by the Government and not by communities. So, is the Assistant Minister in order to avoid the question by hon. Letimalo that they should be the ones on top of the job knowing what status each centre of excellence in this country is at the moment? They should instruct the DEOs to fast track the process."
