    "content": "Mr. Speaker, Sir, we have not reached a stage where we expect the consumers to be given incentives. Those incentives will come during the collection, most likely in the first stage. Centres will be set up and they will belong to the manufacturers or providers of these services. In the guidelines that we have, the only incentive that they will give will be as a result of them returning the goods. The incentive is not given upon the sale of the new items."
