    "content": "In light of the foregoing, the Committee finds that notwithstanding the then political environment in the country, Hon. Paul Ongili Owino and Hon. Charles Njagua conducted themselves in a manner that reflected adversely on the dignity and integrity of the National Assembly and its Members. That, their actions were a breach of privilege and punishable in accordance with Section 41 of the Leadership and Integrity Act, 2012 and Section 17(3) of the Parliamentary Power and Privileges Act, 2017. It is against this backdrop that the Committee makes the following recommendations: (i) That, pursuant to Section 17(3)(b) of the Parliamentary Power and Privileges Act, 2017, reprimands Hon. Paul Ongili Owino and Hon. Charles Kanyi Njagua for conducting themselves in a manner that reflected adversely on the dignity and integrity of the National Assembly and its Members, contrary to Section 16(e) of the Parliamentary Power and Privileges Act, 2017. (ii) That, pursuant to Section 17(3)(c) of the Parliamentary Powers and Privileges Act, 2017, this House orders that Hon. Paul Ongili Owino and Hon. Charles Kanyi Njagua apologise to the House and the Members for conducting themselves in a manner that reflected adversely on the dignity and integrity of the National Assembly and its Members, contrary to Section 16(e) of the Parliamentary Powers and Privileges Act, 2017.
