    "content": "I want to emphasise areas which I feel Members should focus on as we move on with the debate in the Second Reading. Part II is on the Parliamentary Service. Clause 4 establishes the Parliamentary Service as an independent, non-partisan institution of exemplary administrative and technical competence. I think, from the debate of the just concluded Motion, this House should be independent to regulate its functions and even deal with issues of discipline. So, this Bill will enable Parliament to be as independent as it ought to be. This is the essence of commissions established under our Constitution."
