    "content": "Today, as we debate this Bill, there are good and bad things in it. We are here to speak about them so that when it comes to the Committee of the whole House, we make amendments. I was just reading about some Australian politician, who said that Parliament reflects the will of the people. For Parliament to function successfully there must be a joint responsibility of Government and opposition. The core business of Parliament is to legislate and under Article 127 of the Constitution, it is very clear that the Parliamentary Service Commision must be able to provide facilities and services for Parliament to act effectively and efficiently."
