    "content": " Hon. Speaker, I was looking at the Constitution, Article 152(6), on the procedure for impeachment of a Cabinet Secretary. It would be in vain for us to think that just by not appearing before the Committee that might be the best way to resolve. As a House, we need to be above issues of witch-hunt. Let us look for the best way to sanction the Cabinet Secretary so that the order of the House can be carried without giving empty threats that these are the grounds for impeachment. We must look at the basic grounds that will meet the threshold for impeachment, not just giving empty rhetoric."
