    "content": " Hon. Deputy Speaker, I rise on Standing Order No.78 which says that every Member desiring to speak shall address a request to the Speaker. I want to know how this is done. What is the criterion used? Can this portal be made public and official so that we know who has logged in first and who has logged in last? Is it a matter of who is known and who is so-and-so? Sometimes we hear people passing by and saying that so-and-so will speak but so-and-so will not speak because they oppose yet the person is not the substantive Speaker. Give us the criterion on how you choose Members to speak on the Floor of the House."
