"content": "I also want to say that this is not a women’s Bill. It concerns the Constitution of this country. The Constitution makes a provision of the two-thirds gender principle. As we sit in this House today, we fall short of the two-thirds gender principle. We are 76 women in the House. We have 47 women representatives representing the 47 counties. We have 23 women representing constituencies and six nominated ones. That means that we are short of the two- thirds gender rule. Most Kenyans supported the Constitution in 2010. If we are not going to implement this, then we are doing a lot of injustice to the Kenyan people. As a House, we need to support the Constitution of this country because the day we were sworn in, we agreed with our Bibles and Qurans that we will support the Constitution and what Kenyans want, but today, we have not done it."
