    "content": "This Bill will ensure that Kenya moves forward together with both men and women. Equality is a principle that is addressed throughout our Constitution. When it is acknowledged that there are loopholes in equality in whatever sector or segment of our country or lives, the Constitution comes with affirmative action. In mind, I have the equalisation fund. It truly recognised that not all parts of Kenya have developed to the same level. The Constitution then comes with an affirmative action to ensure that even those regions that have not developed as well as the others are pulled up so that they can get to the level that is similar to the other regions. This is a form of affirmative action. Looking at the Kenya Certificate of Primary Education (KCPE) released yesterday, we saw affirmative action actually works. For a long time we have had debate about the girl-child being disfranchised because they do not have equal opportunities with the male-child. Not because they do not go through the same education system, have the same teachers or there are schools left for girls only, but because girls from the age of 13 undergo the natural process of menstruation. During menstruation girls from the rural areas or vulnerable families do not go to school during such a process because of lack of good protection.
