When we take goods to the warehouse, some trading will take place inside there and exclusion of the Principal Secretary in charge of trade needs to be clarified. I also have a problem with “(l) one person nominated by the Kenya Warehouse Operators Association.” Is this in anticipation that there will be an association by that name and if so, do we pass a Bill without it being formed?"
