    "content": " Thank you, Hon. Temporary Deputy Chairman. I support the position of the Chair to exclude the involvement of CECs because it will delay things. I have a problem because we have some important functions that were mentioned in that clause especially in 5(f), (g) and (h). I am wondering how the Committee would like to have that handled. It is important that we promote the use of warehouses especially at the grassroots. People who do not understand what they are need a lot of civic education. I want clarification on how the Committee proposes to have the three functions in (f), (g) and (h) handled. If it is by the Council, then it should be stated somewhere. Thank you, Hon.
