    "content": " Thank you, Hon. Temporary Deputy Chairman. I support the position of the Chair. I think this is not clear to the Leader of the Majority Party. This Bill wants to regulate things at the national level, although, it will be doing the same at the county level. Originally, we included somebody from CoG, but if we include CECs, then this may interfere with the functions of the warehouses. The warehouses are going to be independent of county governments. They will be run by individuals or county governments if they want to have their own warehouses. We are trying to come up with regulations which will be independent of the governments and will safeguard the functions of the warehouses run by individuals. If you allow a CEC to give direction, then there will be a problem. Thank you, Hon. Temporary Deputy Chairman. I beg to support the deletion."
