    "content": "The rationale is that the amendment seeks to increase the penalty for issuing of fraudulent warehouse receipts from imprisonment for a term not exceeding five years or a fine not exceeding Kshs1 million to imprisonment for a term not exceeding 10 years or a fine not exceeding Kshs10 million. This is basically to raise the punishment."
