    "content": " Hon. Temporary Deputy Chairman, I can see the Chair is acknowledging that I would oppose the amendment. Once an agricultural product has left the farms, it is now a commodity to be traded. Looking at the arrangement of the systems in this country, it becomes the responsibility of the Cabinet Secretary in charge of trade. Giving the Cabinet Secretary in charge of agriculture the generosity and benevolence to either consult or not, is missing the interlink between production, marketing and trade. I oppose the amendment and request Members to oppose this amendment. It may have been well-intended but the impact is to literally retain this as an agricultural product and not a commodity. If we want those receipts to become lien or something that can be used as security for a facility, we must give them legal force."
