"content": " Hon. Temporary Deputy Chairman, I support the Chair of the Committee. I was in the Cabinet for 10 years. Cabinet works within the framework of collective and not forced responsibility. You cannot force one Cabinet Secretary through law to consult another one. It is assumed that they are consulting. I have the benefit of insider information. By forcing it here, you are creating a situation where if for some reason they did not consult, there will be divisions within Cabinet through legal channels. This amendment is included, not to force them to consult, but as a reminder that they may consult. Making it mandatory would create a gridlock. You would go to court and claim that they did not consult and ask for the minutes of their consultations."
