    "content": "(4) A meeting shall be presided over by the chairperson or in the absence of the chairperson, the members present shall appoint one of their members to preside at the meeting. The amendment seeks to provide that a meeting of the Council shall be presided over by the Chairperson. In his absence, the members present shall appoint one of the members to preside at the meeting."
