    "content": " I agree that the quorum should be at least 50 per cent of the Council members. Three seem very few and risky. We can have collusion when you have few members. Seven members seem too many. Even in our Committee meetings, five is the quorum. If the Chair can amend it to five, then we will at least protect the sanctity of the Council members."
