    "content": "The other challenge being faced by counties is that instead of the county governments facilitating companies to exploit resources for the benefit of local communities, they have been putting roadblocks and insisting on so many levies. This Bill puts paid to those discussions and obligates counties on what their duties and roles are in the extractive industry. It also makes it mandatory for county governments to implement strategies to enable local participation."
