    "content": "Mr. Deputy Speaker, Sir, Clause 30 of the Bill makes it mandatory for foreign companies that win contracts to get involved in the transfer of technology to local persons and companies. The Bill obligates the Cabinet Secretary (CS) in this sector to ensure that the envisaged transfer of technology is not whimsical or a decision that he or she makes. It is a decision that must be penned and signed through contracts, agreements and concessions."
