    "content": "Mr. Deputy Speaker, Sir, oil exploration has been done in my county going back to 1986/1987. In fact, some locals have been complaining about it because of other reasons. However, the main reason is that when those foreign companies come in, there is no clear guidance on how they should interact with the locals in terms of what business they are doing and how the locals can benefit. You will then find somebody coming up with everything; from skilled to unskilled labour. If he has been working somewhere else, and he has trained some skilled labour, he will come with those ones and want them to do the work at the expense of the locals."
