    "content": "The Bill talks of exploitation of gas, oil and petroleum resources. I do not know whether it is possible, at this stage, but I would have liked that scope to be widened. Of late, other resources are being exploited and which require skills transfer. For example, we have wind and solar energy, which are abundant in parts of the county which we represent; and for which we require specific skills to run the equipment. There should be skills transfer and the operation of those stations, turbines and solar plants should be done by locals. However, that will require inclusion of those kinds of resources in this Bill instead of limiting it to hydrocarbons. Let us widen it to include all the available natural resources in this country. These should include all extractive industries, for example the mining of coal in Kitui."
