    "content": "More often than not, we do not go legislating very minute and specific details. We normally say that the CS or the relevant authority will make the necessary regulations. That is already part of that Bill which has gone through this House. Once it has gone through this House, it is only proper that when that authority – which has been given the regulation-making function in a particular Act, once it has been assented to, is making regulations, it has to submit them back to the two Houses. This is because the devil is in the details. We may legislate something good, but if the regulation-making authority makes a regulation that is not in line with the spirit of that Act, the implementation of that Act will not be as envisaged by Parliament."
