    "content": "Thank you, Mr. Speaker, Sir. Let me also add my voice to welcome the Kisii County Assembly Members and the staff who have come here to benchmark on delegated legislation. They have come at a time when we were talking about capacity building of our county assemblies for them to be equal to the challenges that arise on resource allocation. I sit in the Committee on County Public Accounts and Investment and it is indeed important that they are here to see what role they can play in ensuring that when they pass the County Integrated development Plans (CIDPs), the Annual Development Plan and the budget; that these resources do find their way down to the projects. They are in a better position to appreciate and assess the impact that those projects have had within their area of operations and within the county itself. Optimum and optimal utilisation of resources is the main thing that we are all fighting for. We will continue fighting for more resource allocation as they continue ensuring that those resources are put into profitable service even as we ask for value for money and make sure that the resources are readily available. I thank you and I hope that you will enjoy your stay here. This is the way we handle our Business. As you sit here, I hope that you will be able to learn one or two things. Soon, we shall also be visiting you in your county assemblies to see how you are performing. Thank you."
