    "content": "Unless we control this, devolution becomes a mirage for people. It becomes a pipe dream because we devolved the system of Government to send money to the villages and help villagers in an organised and legal manner, so that they live a decent life. So, when we have these enforcement officers regulated in the manner that this law is proposing, it becomes orderly and good for everybody."
