    "content": " Thank you very much Hon. Speaker. I rise to support the Committee Report. The idea that the project should be optional is a good one. Development of ICT innovation hubs in constituencies is a great idea. However, from what we have head from some constituencies, setting up the project has not gone well. There was also lack of public participation in terms of conceptualising the idea."
