    "content": "Fund and although they were usurping the powers of the court they sought to be exempted from scrutiny. They did so by the letter that forwarded the documents by the Registrar citing Section 12(3) of the Instruments Act, which sought to exempt the rules and regulations, orders and acting from courts of competent jurisdiction. When we looked at it, we noted that the JSC is not a competent court. It does not meet the threshold of exemption. We looked at it and decided that it had to be scrutinised by the Committee. Therefore, we went through it. We invited them to present the document and we looked at every bit of it. Normally, when we deal with instruments, we look at the forwarding letter and any memorandum. If it does not meet the threshold, it sometimes just ends there. It means one has not explained themselves. This is one of the things that we deal with. It is citizen participation. If that has not been adhered to, we do not even move forward because it falls on its face. I support the annulment of this instrument because it does not meet the threshold."
