    "content": " Thank you, Hon. Temporary Deputy Speaker. Let me also take this time to thank the Committee for the good work they seem to have done. Listening to the Chair of the Committee make his presentation, it is obvious that this instrument had to be rejected by the Committee. The first point is on public participation. It is very clear that public participation is central to all that is being done by institutionsincluding Parliament, in this country. I think the Judicial Service Commission (JSC) cannot be an exception.They need to note that for them to get their things done correctly and in line with the Constitution, it is important for them to involve the public. I get worried when I hear of a situation where public participation has not been considered. That is a good reason for this House to saying “No” to whatever they are proposing. The other important point, which has been raised is the issue of the Consolidated Fund.
