"content": "We followed what the Judiciary has already pronounced itself on. It is important to stick by that principle because once a court decision has been made it operates as a law up to when another core decision is made or an Act of Parliament is passed. In these circumstances, following the pronouncements of the Judiciary, we have taken them to that rank. So, in the event this House annuls these regulations, the Judiciary will go back to the drawing board. We are not denying them this Fund at all. We want the Judiciary to be properly funded to do its functions. There is a lot to be done in the Judiciary. There are new courts coming up and we have seen the Chief Justice commission them all over the country. In Makueni Constituency, construction of a High Court, subordinate courts and quarters for judicial officers is going on and this requires money. It had a budget of Kshs400 million."
