They also include illicit importation, which is smuggling of products produced in other jurisdictions, illegally transported to avoid applicable taxes. The impact of this trade is that it increases access, affordability and consumption of tobacco products. It undermines tax policies, leads to loss of revenue, promotes corruption and undermines the legal and health regulations."
