    "content": "When you go to Clause 5, every child has the right to free and compulsory early childhood education in a public education center. It has been specific because, with the inception of 2003 Free Primary Education (FPE), early childhood should be in a public education center. There is a perception in this county that any public institution is full of inefficiency, lethargy and moribund. As county governments take over this role, the public ECD centers---. I hope the mover of this Motion, Sen. (Dr.) Langat, will ensure that they follow up on the quality education that they offer at public ECD centers so that the signature of public institutions that has been captured in this country; that it is lethargic, inefficient, moribund and cannot give something good, can be disapproved."
