    "content": "The Clause also mandates the institutions to ensure that people recruited as teachers in ECDE centers obtain certificates of good conduct. I urge the promoter of the Bill to provide for continuous training and assessment of these teachers in order to ensure that they are in sync with global standards. Our children should not only have access to education, but quality education. If we get it right with ECDE, we will get it right with primary and secondary education. As I conclude, at some point, this country was doing well on global standards on education for all. However, at some other point, we dropped the ball on enrolment, retention and transition. This Bill takes us back on track on ensuring quality education for all."
