    "content": "Mr. Deputy Speaker, Sir, there is a suggestion that I want to put on record. I am saying this because of the transition. The transition says that we collapse the Local Authority Pension Fund (LAPFUND) and the Local Authorities Pensions Trust (LAPTRUST) to one pension scheme. Others are suggesting that we can retain both pension schemes under one law. Under the law itself, we can have two different schemes that manage resources for county assemblies and county executives, so that you retain the unique identity that is there between LAPTRUST and LAPFUND. That will be trashed by the Committee. We will be given what the positives and negatives in that issue are, so that by the time we are sitting--- I am saying this and being very candid because the day we will sit together, we do not want these controversies to divide this House to the extent that we will not be able to get---"
