    "content": "Mr. Deputy Speaker, Sir, the transition mechanisms then collapse both the Local Authority Provident Fund (LAPFUND) and the Local Authority Pension Trust (LAPTRUST) into one entity, which is going to be managed. It gives five years as a transition period, which is going to ensure that we deal with all incidental matters that are related to pension in the two schemes. This is so that by the time we completely wind up the two entities under this Bill, we would have dealt with the debts, liabilities and pensions for various members under the law."
