    "content": "Thank you, Mr. Deputy Speaker, Sir. I will not take a long time on this. I beg to second this Bill. Just as the Leader of the Majority has said very clearly and eloquently, this is a very important piece of legislation that is needed. It has taken us a very long journey for us to get here. There were several attempts in the last Senate to legislate on this. A similar version of this Bill was passed just before the closing of the Eleventh Parliament. However, it was too late for onward transmission, deliberation and consideration by the National Assembly and as such, it lapsed."
